    Edo State Signs Memorandum of Understanding (MOU) with Aigbojie Aig-Imoukhuede Foundation and Private Sector Health Alliance of Nigeria (PSHAN)

    In a historic event held on Monday, the  20th of November 2023, Under the supervision of Prof. Faith Osadolor, the Solicitor General of Edo State, A Memorandum of Understanding (MOU) signing took place between the Edo State Government and Aigbojie Aig-Imoukhuede Foundation as well as PSHAN to construct eighteen state-of-the-art Primary Health Care Facilities (PHCs) across the state.

    Representing the Edo State Governor, His Excellency, Mr. Godwin Obaseki, the Secretary to the State Government (SSG) Mr. Osarodion Ogie (Esq) stated that “the MOU signing was the beginning of greater things to come for primary healthcare as the construction of 18 facilities would improve the quality of care at the Facilities. He told the group that the Government is rebuilding the School of Health Technology that would train people that would work at the facility. He urged them to go on a tour of some of the newly renovated facilities as well as the school of health technology to have a feel of the quality of work ongoing.

    While speaking at the event, Dr. Samuel Alli, the Edo State Honorable Commissioner for Health, expressed gratitude to the Aigboje Aig-Imoukhuede Foundation and PSHAN for meticulously selecting the 18 PHCs earmarked for construction. He highlighted the symbolic nature of the signing, symbolizing a collective commitment to revitalizing and upgrading PHCs throughout Edo.

    Dr. Omosigho Izedonmwen, the Executive Secretary of the Edo State Primary Health Care Development Agency (EDSPHCDA), extended a warm welcome to guests and attendees. He recognized and appreciated Governor Godwin Nogheghase Obaseki’s unwavering support and visionary approach, noting that the Governor’s dedication has laid the groundwork for a new era in primary healthcare in Edo State.

    Mrs. Ofovwe Aig-Imoukhuede, Executive Vice-Chairman of the Aig-Imoukhuede Foundation provided an insightful overview of the foundation which she stated was established to improve the lives of people through transformed public service delivery and increased access to quality primary healthcare. She added that “as a foundation, it is their intent to construct 23 PHCs in Nigeria, with 18 PHCs designated for Edo State”. This public-private partnership intervention holds significant potential for fortifying the health system and addressing existing gaps.

    Adding to the discourse, Mrs. Tinuola Akinbolagbe, the Managing Director/CEO of PSHAN, emphasized the necessity of having a model PHC in each of the 18 Local Government Areas (LGAs). This, she asserted, would create a tangible impact at the grassroots level, providing perpetual technical support. Drawing on PSHAN’s successful engagements in states like Rivers, Delta, and Bauchi, she stressed the importance of a collaborative effort in Edo State, leveraging public-private partnerships to successfully implement the planned renovation of the PHCs.

    The MD affirmed that Pilot PHCs for construction, include Atoruru PHC in Sabongida Ora LGA, Idunmungha PHC in Uhunmwode LGA, Uteh PHC in Iwogban, and Evbuodia PHC in Oredo LGA.

    Led by the Edo State Honourable Commissioner for Health Dr Samuel Alli and the Executive Secretary, EDSPHCDA Dr Omosigho Izedonmwen the guest took a tour to the newly renovated Aruogba PHC, Oredo LGA where they were taken on a tour of the facility by the Medical Officer of Health, Dr. Igbinobaro and the Head Nurse in charge of the facility Mrs Flora. They later proceeded to the School of Health Technology, Sapele Road where construction work is currently underway.

    Edo state Police Command in its efforts to rid the State of crimes and criminality and make it safer for the citizens, have made modest achievements as highlighted below. The achievements are:

    1. ARMED ROBBERY

    A. ARREST OF ARMED ROBBERY/CULTISM SUSPECT

    On 15/01/2019, operatives of Evbuotubu Police Station, Benin City arrested one Osazee Odiase ‘m’, a member of three (3) gun men and also Aiye secret cult, at No. 6, Ehigie Street Evbuotubu, Benin City, who came to his house, attacked and injured him with bottles and robbed him of the sum of #5,000.00 and handsets. Suspect made statement and confessed to the crime. Investigation is in progress.

    B. ARREST OF ARMED ROBBERY SUSPECT/RECOVERY OF ARMS;

    On 18/01/2019, Operatives of Okada Police Station, Okada, Edo State acting on a tip-off arrested one Umar Abubakar ‘m’ aged 25yrs along Benin/Lagos Expressway by Fulani camp, while two other members of the gang escaped. Suspect confessed that he is an armed robber belonging to a three man gang. Items recovered from him;

    1. One locally made cut-to-size single barrel Dane gun
    2. Charm
    3. Pellets
    4. Nails
    5. Gun powder

    C. DEATH OF ARMED ROBBERY/RECOVERY OF CUTLASS

    On 20/01/2019, Operatives of Ekiadolor Police Station, Benin City received complaint from one Blessing Igwe ‘f’ of Upper Uwa by Murtala Mohammed way, Benin City, boarded one Audi 80 car Reg. No EDO BEN-969-TW to take them home with two (2) men and the driver already inside the car suddenly, the driver made a u-turn and headed to Benin/Oluku bye-pass via Ute, Ahor and Utekon Communities, took her inside the bush where she was sexually assaulted under threat with one locally made cut-t0-size single barrel gun and cutlass, robbed her of two GSM phones and #31,250.00 and adopted her brother, luck ran out of them she sighted the criminals at Isihor, Benin City and alerted Soldiers on guard duty who gun down one of them and other escaped. Items recovered from him are;

    1. One Audi 80 car EDO BEN-969-TW
    2. One cutlass

    D. DEATH OF ARMED ROBBER AND KIDNAPPER/LOST AND RECOVERY OF FIRE ARMS/CARTRIDGE/OTHER ITEMS;

    On 23/01/2019 Inspector Monday Omokaro and Cpl Amadi Augustine attached to State Safer Highway patrol who were on their way to Oluku along Benin/Lagos expressway, Benin City, in Inspector’s Grand Cherokee Jeep, were attacked by armed robbers/Kidnappers, in the process one of the suspects Usman Mohammed ‘m’ was gun down and Cpl Amadi Augustine was also killed by the armed robbers/kidnappers and his long range smoke gunner taken by the suspects. DPO Ekiadolor Police Station and men moved to the scene and the criminal elements on sighting them took to their heels. The following items were recovered;

    1. One (1) AK 47 Rifle with breach No. 1968TE8266
    2. One (1) live Cartridge
    3. Four Expended Cartridges
    4. Eighteen Expended AK47 (7.62mm) Ammunition
    5. One Itel phone
    6. One Identity card of the dead suspect
    7. One Wallet with cash sum of #4,500
    8. One sack containing some clothes
    9. Two bearings  

    On 24/01/2019, operatives while on Hi-Tech investigation in the same case arrested one Yahaya Mohammed ‘m’ aged 40yrs old in connection with the case. He made statement and he is helping the Police in the investigation.

    E. ARREST OF ARMED ROBBERY SUSPECT;

    On 09/01/2019, operatives of Evbuotubu Police Station arrested one Onorode Sunday ‘m’ with two Techno phones and Infinix phone in a raid operation. Suspect made statement and confessed to the crime. Investigation is in Progress.

    F. ARREST OF SUSPECTED ARMED ROBBERS/CULTIST/RECOVERY OF ARMS/BATTLE AXE/CARTRIDGES;

    On 21/01/2019, operatives of Iguobazuwa Division in Ovia South West local Government area of Edo State led by the DPO bust into a kidnappers hide out at Okada Junction by Hausa Bush Market and recovered one locally made pistol, one cut-to-size single barrel gun, two wooden toy guns, three pairs of black jean trousers, four (4) pairs sanders, three pairs of black shirt, one wrist watch and one black singlet. Investigation is ongoing to bring the criminal elements to book.

    G. ARREST OF SUSPECTED ARMED ROBBERY/RECOVERY OF ARM/VEHICLES

    On 28/01/2019, operatives of Esigie Police Station received a distress call from one Anthony Sunny ‘m’, that a gang of armed robbers attacked and robbed him of his Toyota Camry car Reg. No. Edo BEN-62-KJ and other valuables, but luck ran against them as Operatives of Ugbekun Division on township patrol intercepted the armed robbers in the robbed Camry car, who engaged them on gun battle, in the process one of the robbers Efosa Osawe ‘m’ A.K.A Dogo was gun down, one Osawe ‘m’ a member and the dead armed robber’s girl friend were arrested. The following items were recovered from them; one locally made cut-to-size single barrel gun with one expended cartridge. Investigation is in progress.

    H. ARREST OF ROBBERY SUSPECT/RECOVERY OF ITEMS;

    On 24/01/2019, Operatives of Evbuotubu Police Station arrested one Ogobidi Nwanne ‘m’ aged 25yrs old near Ugbiyoko Primary School, Benin City. Immediately he was searched and the following items were recovered from him;

    1. One hundred and sixty four thousand, Eight hundred naira (#164,800.00)
    2. One new shirt
    3. One ¾ new jeans
    4. One handkerchief.

    Suspect made statement and confessed being a thief and not an armed robber. He will soon be charged to court.

    I. ARREST OF ROBBERY SUSPECTS/RECOEVRY OF ITEM;

    On 05/01/2019, a gang of armed men attacked one Mrs. Odion Ufumwen ‘f and robbed her of her bag containing one Infinix hot 2 phone and some along Benin/Lagos Express road, by Isihor, Benin City. On 15/01/2019, the robbed Infinix hot 2 was tracked to one Paul Emmanuel ’m’, he was arrested and could not give reasonable account on how he acquired the phone,. Investigation is in progress and suspect will soon be process to court.

    J. ARREST OF ARMED ROBBERY/CULTIST/RECOVERY OF ARMS/CARTRIDGES/JACK KNIFE/CHARM

    On 30/01/2019, Operatives of Sabongida-Ora Division in Owan West Local Government area of Edo State in collaboration with vigilante group arrested  one Blacky Longe ‘m’ of Uzebba in Edo State during a joint raiding operation and recovered from him the following items;

    1. One (1) Cut-to-size single barrel gun
    2. Three (3) live Cartridges
    3. One (1) expended cartridge
    4. One (1) Jack Knife (Dagger)
    5. Some Charm

    In another operation, on 30/01/2019, the operatives in collaboration with vigilante group arrested one Prince Ifah ‘m’ at Uzebba with one cutlass. Suspect made statement and confessed being a member of ‘Baby Bird’ secret cult confraternity. He will soon be processed to court.

    K. ARREST OF ARMED ROBBERY SUSPECTS/RECOVERY OF ITEMS

    On 18/01/2019, operatives of the Command received a distress call from one Evbosonion Socrates ‘m’ that when he and his families were on their way home, a gang of armed robbers attacked and robbed them of their phones, ATM Cards, a Cash sums of #37,000, one Wrist Watch, one Necklace and some other valuables worth thousands of Naira on gun point. Acting on this information, the following suspects were arrested; Edoseghe Ovouramwen ‘m’ aged 24yrs, Mavis Imade ‘m’ aged 27yrs and Akim Benjamin ‘m’ aged 27yrs. Items recovered are; one Red Techno Carmon X PRO and one constructed wooden gun shaped stick in form of a gun. The case is under investigation.

    2. KIDNAPPING

    A. RESCUE OF KIDNAP VICTIMS/RECOVERY OF VEHICLES

    On 16/01/2019 at about 2230hrs, Operatives of Okada Division, Edo State acting on a distress call met one Ash colour Toyota Corolla, Reg. No Lagos MUS-185-CM parked with the engine-on and head lamp-on along Isuwa slope, one Honour Ibenye ‘m’ aged 55yrs old was rescued and vehicle recovered. Victim said his three (3) brothers were kidnapped and taken into the bush by some hoodlums. Operatives engaged in bush combing and on the 4th  day his three brothers one Emeka Ibenye ‘m’, Stephen Ibenye ‘m’ and Emeka ‘m’ surname unknown were also rescued unhurt and they have since re-united with their families.

    In another development the operatives of Okada Division rescued unhurt all 14 passengers of a commercial Bus vehicle Toyota Hiace, navy blue in colour Reg. No. AAA-738-DY and recovered the same vehicle. They have since been reunited with their families.

    B. RESCUE OF KIDNAP VICTIM

    On 22/01/2019, Evbuotubu Divisional Police Headquarters, Benin City rescued unhurt one Queen Abigil Egbo ‘f’ who was kidnapped in her home at No 25, Ekoma Street, Okhokugbo, Benin City, by unknown four (4) man gang, operating in their Audi 80 car Reg. No. Edo BEN-749-GK. Following a complaint received from her husband one HRH Johnson Egbo ‘m’. Victim has since reunited with her family, while operatives are on the trail of the criminal elements. 

    C. RESCUED OF KIDNAPPED VICTIMS;

    On 01/01/2019, one Fidelia Azenabor ‘f’ was kidnapped at Jattu Community, Auchi, Edo State, but through a serious pressure mounted on the stronghold of the kidnappers, the victim was rescued unhurt on 16/01/2019. She has since been reunited with her family.

    3. CULTISM:

    A. ARREST OF SUSPECTED CULTIST

    On 08/01/2019, Operatives of Esigie Police Station acting on distress call stormed Murtala Mohammed Way, Benin City and met one Osaze Okojie ‘m’, a cultist lying helplessly on the ground with matchet cuts on his head and body. He was said to have been attacked and wounded by some members of a rival secret cult group who were on a revenge mission. Investigation is ongoing.

    B. ARREST OF SUSPECTED CULTISTS;

    On 06/01/2019, operatives of Ogida Police Station, Benin City acting on a distress call arrested two suspected cultists one Emmanuel Osazumwen ‘m’ Owiebo ‘m’ while others took to flight that attack and wounded another rival cult  member, one Eguavoen Edobor ‘m’ at Ohonba line, off Siluko road, Benin City. Suspects made statements and confessed to the crime. Investigation is on going.

    C. ARREST OF SUSPECTED CULTISTS;

    On 17/01/2019, operatives of New Benin Police Station, Benin City accosted and arrested three (3) cultists, one Obazee Monday ‘m’ aged 22yrs, Scott Eina aged 24yrs and Odo Kingsley ‘m’ aged 25yrs who were inside a commercial bus drinking hot drink mixed with Indian Hemp. The three (3) suspects made statements and confessed being members of Manfit secret cult group. Investigation is on going and suspects will be process to court accordingly.

    D. ARREST OF SUSPECTED RITUALIST/RECOEVRY OF ITEMS

    On 16/01/2019, operatives of South-Ibie Police Station, Edo State, acting on information arrested a suspected ritualist, one Kenneth Oviangbede ‘m’ at Afokha Street, Ihankpi quarters, Sabo, South-Ibie, Edo State recovered a sack containing the following;

    1. Used children Pampers
    2. Used female menstrual pads
    3. Female bags
    4. Female Brassieres

    Suspect made statement and confessed to be ritualist. Investigation is in progress.

    E. ARREST OF CULTIST/MURDER SUSPECTS;

    On 11/01/2019, operatives of Ogida Police Station, Benin City arrested one Enoma Igbinora ‘m’, Fred Aghedo ‘m’ Onyema Okorocha ‘m’ Osaretin Junior ‘m’ and Ikumapayi Alaba ‘m’ who were on rampage in carrying out clandestine cult activities at No 10, Eweka Street and killed a rival cult member; one Eze Enabulele ‘m’. Suspects made statements and confessed to the crime. Investigation is in progress.

    F. ARREST OF CULTISTS/RECOVERY OF ARMS/CARTRIDGES;

    On 20/01/2019, operatives of Anti Kidnapping and Cyber Crime Unit arrested eight (8) cultists, recovered one (1) locally made cut-to-size single barrel gun, one (1) locally made pistol, fifty (50) rounds of live cartridges, one Eiye secret cult blue beret with cowries and two parcel of cannabis satiba from them. Suspects made statements and confessed being members of different secret cult groups. Investigation is in progress, thereafter, suspects will be process to court accordingly. The suspects are;

    2. Emmanuel Ogiemudia ‘m’ A.K.A Ekpoma (Capon) Aged 25yrs

    5. Chidi Ukpai ‘m’ aged 23yrs
    6. Osaruyi Daniel  Bakare ‘m’ aged 27yrs
    7. Joseph Oladimeji ‘m’ aged 24yrs
    8. Imadiyi Lucky ‘m’ aged 22yrs

    G. ARREST OF SUSPECTED CULTISTS/RECOVERY OF ARMS/BATTLE AXE/ CATRIDGE

    On 21/01/2019, operatives of Auchi Area Command, Edo State responding to a distress call arrested four (4) cultists one Lucky Anthony ‘m’, Sunday Anthony ‘m’ John Omosuanfo ‘m’ and Omomoh Omozuanfo ‘m’ in different locations of Iyora village in Etsako West Local government are of Edo State, who were allegedly initiating new members into Vikings and Jurist secret cults confraternity. Suspects made statements and confessed being members of the above named confraternity. Investigation is ongoing. Items recovered from them are:

    1. One locally made single barrel gun
    2. Battle axe
    3. One cartridge

    H. ARREST OF SUSPECTED CULTISTS

    On 09/01/2019 operatives of Anti Cultism Unit acting on a distress call that some cultist were holding their meeting at Okomu Community, Edo State. They swung into action and arrested the following suspects; one Cletus Tragama ‘m’, Emmanuel Augustine ‘m’, Peter Wazor ‘m’, Ordunate Tarwase ‘m’ and Friday John ‘m’. Suspects have made confessional statement to the crime. The will soon be process to court.

    I. ARREST OF SUSPECTED CULTIST

    On 23/01/2019, operatives of New Benin Police Division arrest one Agho Osabohien ‘m’, a member of Eiye secret cult confraternity. Suspect made statement and confessed to the crime. Investigation is ongoing.

    J. ARREST OF SUSPECTED CULTISTS

    On 25/01/2019, operatives of Anti Cultism Unit while on township patrol arrested two suspects one Emeka Ogoke ‘m’ and Michael ‘m’. They made statements and confessed being members of Aye secret cult confraternity. Investigation is in progress in arresting other members.

    K. ARREST OF SUSPECTED CULTIST

    ON 28/01/2019, operatives of Anti Cultism Unit while on township patrol arrested one Emmanuel John ‘m’, a native of Igiobhudu village in Uhnumwonde Local Government Area of Edo State. The suspect made a confessional statement that he is a member of Jurist Secret cult, that he was initiated by Austin ‘m’ and Gosic ’m’ who are presently at large. He also confessed that he took part in the recent cult clash in Benin City. Efforts are on to track down other members of the group.

    L. ARREST OF SUSPECTED CULTISTS

    On 26/01/2019, operatives of anti Cultism Unit arrested one Elijah Ojeifo ‘m’, Michael Francis ‘m’, Ehis Ehimare ‘m’ and Destiny Erinmhene ‘m’ from Uromi, Edo State. Suspects made confessional statements that they are members of Vikings, Maphite and Eiye secret cults confraternity. Investigation is ongoing.

    M. ARREST OF ARMED ROBBERY SUSPECT/ RECOVERY OF FIREARM

    On 23/01/2019, Command Operatives arrested two (2) suspected armed robbers/cultists one Idehen Osarenmwinda ‘m’ and Precious Osayande ‘m’   who attacked passersby, force them into the bush and robbed them at Aso Water Mechanic road, off Siluko road, Benin City. Suspects made statements and confessed to the crime. The following items were recovered from them;

    1. one locally made double barrel cut-to-size gun with
    2. Three (3) live cartridges.

    N. ARREST OF SUSPECTED CULTISTS

    On 27/01/2019, operatives of Special Anti Robbery Squad (SARS) acting on information bust into a group of suspected cultists at Upper Sakponba road, Benin City and arrested nine (9) of them who confessed being members of Vikings secret cult confraternity. The suspects are;

    1. Izigbe Elvis ‘m’ aged 24yrs
    2. Ufumwen Osaigbokhan ‘m’ aged 19yrs
    3. Edobor Omoruyi  ‘m’ aged 21yrs
    4. Osasere Aruagbon ‘m’ aged 20yrs

    7. Edoisiagbon Osakpamwan ‘m’ 21yrs

    4. MURDER

    A. ARREST OF MURDER SUSPECT

    On 18/01/2019, the operatives of Oba Market Police Station acting on distress call arrested seven (7) suspects, Friday Osaigbovo ‘m’ Osagie Aimalawa ‘m’ Ogochukwu Oha ‘m’ Godwin Jackson ‘m’ Daniel Ovire ‘m’ Niyi Obasuyi ‘m’ and Adodo Junior ‘m’ in connection with the murder of a boy of about 26yrs whose names are unknown, that was beaten to death by the suspects on 18/01/2019 at Iyaro Water Board, Benin City. Investigation is in progress and suspects will be processed to court soonest.

    B. ARREST OF MURDER SUSPECTS;

    On 16/01/2019, operatives of Esigie Police Station, Benin City while on township patrol saw a lifeless body of a man lying on his pool of blood with bullet wound, on enquiry the victim was identified as one Moses Momoh ‘m’ aged 40yrs. He was allegedly murdered by some boys. During investigation three suspects were arrested one Iguma Osemwegie ‘m’ Evans Chukwu ‘m’ and Eric Omozuwa ‘m’ in connection with the dastardly act. Body of Moses Momoh ‘m’ has been deposited at Jessy Hospital Mortuary, Benin City. Investigation is ongoing.

    C. ARREST OF MURDER SUSPECT

    On 23/01/2019, operatives of Abudu Division received a distress call from one Godfrey Idahosa ‘m’ that his younger brother one Matthew Idahosa ’m’ aged 50 yrs old was attacked with a matchet by one Atekha Iyare ‘m’ at Osa village farm in Abuduthat led to his death, thereafter made away with hisunregistered Lifan motorcycle to Afuze, Edo State. He was later arrested, made statement and confessed to the crime. Investigation is ongoing, thereafter suspect will be processed to court. Items recovered from him are;

    1. One unregistered Lifan motorcycle
    2. One cutlass used by the suspect

    D. CULT ACTIVITIES/MURDER

    There was heightened criminal activities viz cultism by rival cult group; the black Axe, Eiye, Black Mafias, Vikings and Aye one of which was the cult fight that took place at Nomayo Street, Upper Sakponba road, Benin City where a Police Sergeant Monday Ehigie attached to Executive Chairman Ikpoba Okha Local Government Area of Edo State, was shot by the cultists, though he gallantly killed two of them before giving up the ghost.

    In another development, the Command carried out raid operation in Upper Sakponba black spots and criminal hide outs and arrested six (6) cultists and recovered one cut-to-size gun from them. The suspects are;

    1. Jeffery Ugiagbe ‘m’ aged 18yrs
    2. Iyamu Mavis ‘m’ aged 22yrs
    3. Uizeagie Victory ‘m’ aged 20yrs
    4. Udoh Monday ‘m’ aged 18yrs
    5. Monday Emmanuel ‘m’ aged 20yrs
    6. Osakpolor Promise ‘m’ aged 26yrs

    5. STEALING

    A. ARREST OF SUSPECT FALON/RECOEVRY OF COW;

    On 13/01/2019, operatives of Igueben Police Station, Edo State received two Fulani men one Ibrahim Abubakar ‘m’ aged 38yrs, Babangida Momodu ‘m’ aged 27yrs, Gango Hassan aged 22yrs and Umoru Alhaji Bello 25yrs from HRH Onogie of Udo, who were caught by the vigilante group, stealing a cow from one Ahamodu Haruna ‘m’ aged 57yrs old. Suspects made statements and confessed to the crime. They have since being charged to Magistrate court Igueben and currently on remand.

    B. ARREST OF /RECOVERY OF STOLEN VEHICLE

    On 29/01/2019, operatives of Conflict Resolution Unit received a complaint that, one Omoregbe Tunji ‘m’ was having in his possession a stolen Toyota Bus Reg. No. Ondo REL-11-XA swung into action and arrested the suspect with the said vehicle along Ekehuan Motor Park, Benin City.     INTRODUCTION:

    I, Hakeem Olusegun Odumosu assumed duty as the 39th Commissioner of Police, Edo State Command on 02/01/2019. I thank the Inspector-General of Police IGP Ibrahim K. Idris NPM, mni for the confidence, trust he has in me in providing me this opportunity to serve as the Commissioner of Police, Edo State Command. I was properly briefed by my predecessor CP Johnson Babatunde Kokumo in a well-organized official handing and taking over ceremony. I also appreciate my predecessor for his clear objectives that he sets forth for me to improve upon. I hereby state categorically that with God on our side, guidance of the Inspector-General of Police IGP Ibrahim K. Idris NPM, mni, support of His Excellency, Edo State Governor Mr. Godwin Nogheghase Obaseki and cooperation of all residents of Edo State, we shall collectively achieve a safer and more secured Edo State during my tour of duty. The stage is set for more effective and efficient Policing in the State. Policemen in Edo State under my watch will step up their activities in the performance of their statutory duties as stipulated in section 4 of the Police Act and other relevant laws.

    MISSION STATEMENT

    My mission as the Commissioner of Police Edo State Command is to reduce crime and criminality to the barest minimum through maximum utilization and deployment of human and material resources available to the Command. This will be carried out in line with Inspector-General of Police trust of Policing in accordance with International best practices using Community Policing as pivot with the sole target of providing secured and conducive environment for all law abiding citizens of the state to thrive in their chosen endeavours. I intend to achieve this through;

    POLICING STRATEGIES

    1. Visibility Policing. Police will be deployed to all the nooks and crannies of the State to provide tight security for all and sundry so that the good people of Edo State can sleep not only with their two eyes closed but will also snore.

    2. Quick response and prompt intervention to distress calls.

    3. Prompt, professional, unbiased and discrete investigation of all criminal cases.

    4. Zero tolerance to crime and criminality in all its ramifications including, Cultism, Robbery, Kidnapping etc by ensuring that criminal will have no place to hide in the State because it will be too hot for them to perpetrate their criminal acts. Edo State will not be used as transit camp and or hibernation abode to criminals.

    5. Zero tolerance to corruption: This shall be abhorred in all its ramification. All Police personnel of this Command have been warned against this. I promise to handle all complaints of corruption against any of my officers and men with utmost dispatch. No culprit shall go unpunished. This I promise the people of Edo State.

    6. Respect to human rights: The Police in Edo State under my watch will ensure that all fundamental human rights of citizens as enshrined in Chapter 4 Section 33-43 of the 1999 Constitution of the Federal Republic of Nigeria (as amended) will not only be respected nut also protected.

    7. Collaborating and providing adequate security to all government agencies to enable them achieve their set goals and objectives.

    8. Enhancing robust relationship with other sister security agencies like the Military, and other paramilitary security outfits to ensure that security is jointly brought to the steps of every law abiding citizens of Edo State.

    9. Collaborating with other stakeholders e.g. Traditional Institution, Vigilante groups, Civil Liberty Organizations, Labour Unions, Police Community Relations Committee etc.

    10. I shall equally synergize with the Judiciary to make sure that criminals are not only brought to justice promptly, but ensure that full weight of the laws is brought on them to serve as deterrents to others.

    11. I shall ensure that members of the Public have unfettered access to all Police formations in the State to be able to lodge complaint which shall be promptly attended to. One immediate and first step towards achieving this is the launching here today of 100 of dedicated and permanent telephone lines and telephone boxes that cover all the 55 Police Divisional Headquarters, 10 Area Commands, 6 Police Posts, and all other Police formations in the state. All the Telephone lines have been activated. You are at liberty to call any Police station right now and lodge your complaints including passing information on traffic situations and criminal incidents. In furtherance to this, I have directed all Area Commanders and DPOs to boldly print their personal GSM numbers as well as that of their principal officers especially ACO’s, ATO’s, DCO’s, DTO’s, Ops patrol and guard, Admin Officers, Station Officers etc and display them in conspicuous places in their Area Commands and Divisions for all members of public to see and reach them without any encumbrance. I will not tolerate situation where Area Commander or DPO will turn himself or herself to a tin god or remain inaccessible to members of the public. I hereby solicit for co-operation and assistance of the press in widely disseminating these numbers to members of the public. You may save a life through this. The second phase of this information security strategy will be unveiled in due course.

    12. I shall build and shot-up the warning thrust, mutual suspicion etc that exist between Police and members of the public to let them have more confidence in reporting cases and/or giving information to Police, I assure that all information rendered shall be treated with utmost secrecy and informant’s identity fully protected.

    13. Embarking on a pro-active and confrontational Policing strategy of taking war to the den of the criminals so as not to let them have a respite or leeway to plan and unleash terror on innocent citizens of Edo State.

    14. Constant training and retraining of our officers and men in line with IGP’s directive to mitigate against the incidences of misusing firearms to avoid accidental discharge and unprofessional handling of weapons.

    15. Providing medical care to the officers and men to keep them physically and mentally alert in order to serve and protect the citizen of the State. The medical tour and spot activities were started on Monday 7th and 9th January, 2019,I promise to keep these activities on.

    16. Mopping-up of illegal arms and ammunition in the hands of unauthorized persons or groups continues. The Inspector general of Police IGP Ibrahim K. Idris NPM, mni directives on Presidential order in mopping up illegal arms and ammunition subsists. It is advised that should there be any person or group of persons that are still in possession of illegal arms and ammunition to submit them to the Police as the Edo State Police Command under my leadership will not leave anyone found culpable unpunished.

    ACHIEVEMENTS:

    Within two weeks in the office with God on our side, we have been able to make some modest achievements which include but not limited to the followings:

    1. ARMED ROBBERY:

    The Command through a well-coordinated intelligence foiled nine (9) armed robbery incidences in different locations within the city and Sabongida-Ora of the State. During this, the following arrest and recovery were made;

    i. Number of suspects arrested – 16

    ii. Number of arms recovered – 5

    iii. Number of vehicles recovered – 4

    iv. One wood carved gun

    v. One rubber pistol gun

    vi. Number of assorted phones recovered – 9

    2. FOILED ROBBERY INCIDENT/RECOVERY OF VEHICLE/OTHER ITEMS:

    On 08/01/2019, the operatives of Iguobazuwa Police Division while on township patrol intercepted a white FIAT bus Reg No. ATN-818-YV along Benin/Lagos Road by Okada Junction. The driver of the vehicle on sighting the Police made a sudden stop and he and his gang took to their heels. Operatives conducted search on the vehicle and the following items recovered; one big generator, twelve giant motor batteries including the white FIAT bus Reg. No. ATN-818-YV. Investigation revealed that the recovered items were property of MTN Communication. Investigation is in progress to clamp down the criminal elements.

    3. CONSPIRACY/ARMED ROBBERY:

    On 08/01/2019, the Command operatives acting on a distress call by one Stella Omolola ‘f’ of No. 9, Uwa Street off First East Circular through control room, Benin City that some armed robbers are in their area, immediately operative swung into action and comb the entire area and arrested the following suspects; Osazuwa Joseph ‘m’ and search was conducted on him immediately one locally made double barrel recovered from him. Suspect have made statement to the crime

    4. ARMED ROBBERY:

    On 10/01/2019, operatives of the Command who were on patrol along Sapele Road by fly over intercepted on Nissan Vannet bus taxi coloured Reg. No. Ab-388-XA and as soon as they saw Police they ran into nearby bush but with intensive bush combing, two of the suspects were arrested namely; Emmanuel Saka ‘m’ aged 25yrs and Okha Happy ‘m’ aged 26yrs. While searching the vehicle, the following items recovered from them; one locally made single barrel gun, one expended cartridge, one live cartridge, one face mask, six assorted handsets and one Nissan Vannet bus Reg. No. AB-388-XA. The suspects have made useful information to the Police. Investigation continues.

    5. MURDER:

    Ø Breakthrough was recorded in two out of the four murder cases reported during this four (4) days of my taking over here. In this, suspects were not only arrested, weapons of committing the offence were recovered and confessional statements are recorded. They will be charged to court at the completion and the other final completion of investigation. Investigations are in topmost gear in the other outstanding ones.

    Ø Two (2) murder cases of DICKSON IGBINOBA ‘M’ AGED 47YRS and SUNDAY OBAKHENA ‘M’ AGED 22YRS were received from Egor quarters, Benin City and Sabongida Ora areas of Edo State.

    Ø Murder case at ugbogun: Investigation is in advance stages for other

    6. On 13/01/2019, the operatives of Ekiadolor Police Station, Edo State arrested one Waila Idehen ‘m’ aged 35yrs a native of Ovbiogie Community, off Benin/Lagos expressway, Edo State, who gruesomely murdered his wife Mrs. Maureen idehen ‘f’ aged 28yrs and his two children Derek Idehen ‘m’ aged 3yrs and Desmond Idehen aged 2yrs by firing them through the bedroom door with his English Made Double Barrel gun over a mere misunderstanding. The gun was recovered while suspect made statement and confessed to the crime. Investigation is in progress.

    7. CULTISM:

    Ø A total of four (4) cases of cult activities were reported in the city, Okpella town, Ogua Community and Okomu Community in Edo State. Police prompt action on these report led to arrest of 10 suspects who are being charged to court.

    Ø On 13/01/2019, the Command operatives acting on information arrested one Osarumwese Anthony ‘m’, Wisdom Ojo ‘m’, Saturday Obazee ‘m’, Awansoba Omoruyi ‘m’ along with some quantity of Indian hemp, at Igiebor Hotel, Udo Town in Iguobazuwa, Edo State suspects confessed members of Jurist and Eiye secret cult confraternity.

    Ø On 10/01/2019, Operatives of the Command while on township patrol intercepted one taxi cab with about five occupants, but on search of them two of them namely Osazee Enoma ‘m’ aged 22yrs and Edgar Winchester ‘m’ aged 17yrs were members of Vikings secret cult group. Investigation continued.

    NUMBER OF SUSPECTS ARRESTED – 24

    8. FRAUD

    Ø The Operatives of the Command foiled a case of obtaining the sum of N220,000.00 under false pretence by one Saibu Ali ‘m’ who is currently under investigation.

    Ø In another development, on 11/01/2019 the Command arrested six (6) fraud suspects one Abel Ogbebor ‘m’; Harrison Etumah ‘m’, Asemota Uwala ‘m’, Festus Wekpe, Wahab Uwagboe ‘m’ and Sunny Ighodaro ‘m’ who posed as House agents and fraudulently obtained the sum of seven million naira from one Ogboko Austin ‘m’, a resident of Benin City.

    NUMBER OF SUSPECTS ARRESTED – 11

    9. KIDNAPPING

    a. ARREST OF KIDNAP SUSPECTS, RECOVERY OF ARMS/CARTRIDGE

    On 04/01/2019, the command through a corroborated efforts of Nigerian Naval Officers foiled a kidnap incidence and arrested three (3) suspects one Ali Abubakar ‘m’ aged 40yrs, Abubakar Suleiman ‘m’ aged 30yrs and Babatunde Emmanuel ‘m’ aged 25yrs at ishawa and Agor Communities in Etsako LGA of Edo State, who kidnapped a Naval Officers one SLT Mohammed Awwal ‘m’ attached to the Nigerian Navy Secondary School, Emiri Ondo State who was on transit to Eze Market in Edo State.

    b. RESCUE OF KIDNAPPED VICTIM

    On 11/01/2019, the operatives of Anti-Kidnapping and Cyber-crime Unit through a corroborated efforts of vigilante group and hunters rescued unhurt one Omobude Monday ‘m’ aged 55yrs of Urhokuosa Community along Benin/Auchi Road, Edo State, who was kidnapped in his farn at Adams Camp at Urhokuosa Community. Two other kidnapped victims were also rescued. Efforts are on top gear towards arresting the perpetrators of the crime.

    10. CHILD STEALING

    A case of child stealing was reported at Utese Village in Ovia North East LGA of Edo State. The Command operatives swung into action and arrested three (3) suspects and rescued the two female victims. They are equally being charged to court.

    11. SEXUAL OFFENCE:

    Ø ARREST OF DEFILEMENT SUSPECTS:

    The Command operatives arrested one Odaro Archimiedis ‘m’ of No. 38, Eke Street, off Sakponba Road, Benin City, following a complainant against him be one Orobosa Edugie ‘m’ for defiling one Miss Faith Edigin ‘f’ aged 13 yrs old suspects made statement and denied committing the crime. Investigation is on-going.

    Ø ARREST OF DEFILEMENT SUSPECT

    The Command operatives attached to Ekpoma Police Station arrested one Anthony Okhoria ‘m’ at No. 9, Isidohomen Street, Ekpoma, Edo State following a report made by one Oribor Ibhare ‘f’ that the suspect defiled her daughter one Praise Abraham ‘f’ aged 8yrs. Suspect made statement and confessed to the crime. Investigation is in progress, thereafter suspect will be charged to court.

    12. RAID

    On 11/01/2019, 12/01/2019 and 13/01/2019, the Command conducted raid operation in criminal black spots and vulnerable points in the state. During the exercise, a total number of 110 suspects were arrested. The suspects were thoroughly interrogated, 68 out of 110 were screened out and 32 are currently under investigation.

    Abuja, Nigeria, 06 November, 2018: On several occasions, the Buhari administration has bragged that their biggest achievement is reducing Nigeria’s dependence on foreign rice. Recently, President Buhari himself made this boast when he said to British Prime Minister, Theresa May on April 16, 2018 as follows:

    “We have cut rice importation by about 90%, made lots of savings of foreign exchange, and generated employment.

    People had rushed to the cities to get oil money, at the expense of farming. But luckily, they are now going back to the farms. Even professionals are going back to the land. We are making steady progress on the road to food security.”

    This claim was also made by the Minister of Agriculture, Chief Audu Ogbeh, who on May 2, 2018 said as follows: “Unemployment in Thailand was one of the lowest in the world, 1.2 per cent, it has gone up to four per cent because seven giant rice mills have shut down because Nigeria’s import has fallen by 95 per cent on rice alone”.

    However, recently released data from the United States Department of Agriculture (USDA) World Markets and Trade Report has proven these claims by President Muhammadu Buhari and his government to be false.

    According to the World Markets and Trade Report of the USDA, which is a public document, Nigeria imported three million metric tonnes of rice in 2018, which is 400,000 metric tonnes more than the quantity of the product
    imported in 2017.

    It does not end there. The report shows that there has actually been a steep drop in commercial rice production from its 2015 peak under the previous Peoples Democratic Party administration.

    According to the report “Nigeria had consistently milled 3,780,000 metric tonnes annually – a drop from 3,941,000 metric tonnes recorded in 2015.”

    On December 31st 2014, the N.N.P.C. paid $54.9 million dollars to Edo State Government and her Local Government Councils as contributions to Power Sector “Special Sector Intervention Fund”.

    The money did not reflect in the income of the State and till date was never captured by an Appropriation Act for the State. There is no place in Edo State where any project was built with funds from the so-called Special Sector Intervention Funds. The said funds were merely diverted for private use by Mr Adams Oshiomhole.

    The National Industrial Court sitting at Akure has ordered all the parties in the suit to maintain the status quo in the case filed by Helen Osasuyi and 9 others vs Edo State Government and others. In Suit no NICN/BEN/08/2018, the plaintiffs are seeking several Declaratory orders and injunctive reliefs to reopen the College of Agriculture, Iguoriakhi and pay the staff therein in accordance with the terms of their employment. The claimants also want the Defendants to refrain from abrogating the establishment law of the college.

    Ruling on the Motion for Interlocutory injunction filed by the Law firm of West-Idahosa & Co, on 10th October, 2018, the trial Judge, Hon. Justice O.O. Oyewumi, held that the parties should maintain the status quo and ordered accelerated hearing of the case. The case is fixed for 12th & 13th of November, 2018. By this order, Edo State Government is restrained from purporting to sack the workers of the college or expelling any student thereof for any reason whatsoever pending the determination of the substantive suit before the court.

    Following the unlawful closure of Iguoriakhi College of Agriculture on 8th August, 2017, by armed policemen on the orders of Edo State Government, the body of academic and non- academic workers as well as students have sued Edo State Government and others in Suit no NICN/BEN/08/2018 at the National Industrial Court, Akure.

    In the Writ of Summons / Complaint filed on behalf of the Claimants by their counsel, Dr. Ehiogie West-Idahosa of West-Idahosa & Co, the claimants are seeking amongst others,

    i) a declaration that the arbitrary closure of the the college is inconsistent with the extant laws establishing the college and therefore illegal, unlawful, null and void.

    ii) a declaration that the employment of the claimants is with statutory flavor and cannot be tampered with in any other manner other than in accordance with the provisions of the extant law establishing the college.

    iii) a declaration that the students of the college are entitled to continue the pursuit of their academic program without let or hindrance whatsoever by the Defendants and in accordance with the provisions of the extant law establishing the college.

    iv) an Order of court directing the Defendants to re-open the college and release its annual subventions as approved in the 2018 budget for the purpose of resuming its normal academic activities in accordance with the provisions of the extant law establishing the college.

    v) an order of court restraining the Defendants from victimizing the claimants by abrogating, annulling or tampering with the extant law establishing the college with the intention of permanently closing same pending the determination of the suit and thereafter.

    vi) an order of perpetual injunction restraining the Defendants and their agents from further arbitrarily closing down the college in a manner inconsistent with the extant law establishing the college or in any other illegal manner whatsoever.

     

    The case has been adjourned to 7th June, 2018 for arguments on the claimants’ Motion for a Mandatory order to reopen the College pending the determination of the substantive suit before the court.

The Firm further drew the Governor’s attention to the fact that the issue as to whether “Teller Deposits” and “Electronic Transfers” are liable for stamp duties is currently the subject of litigation at the Court of Appeal wherein all the Banks are involved and the actions of the Apex Bank may render a fait accompli on the Appeal. The overall aim is to ensure that this illegal fee is scraped and monies refunded to those who were charged.

    IYAMIDR / ANEEJ designed a Strategic Plan for our government and other relevant agencies to identify areas that need urgent attention towards enhancing the potentials of youth in Nigeria. The Strategic Plan will identify seven key integrated Strategic Priorities for our government over the five-year period, 2015-2019, and key areas of interventions for each.  The integrated Strategic Priorities are:

    (1) Building Economic Resilience through (1) Agriculture; (2) Social Welfare Resilience; (3) Environmental Resilience; (4) Technological /skill acquisition Resilience; (5) Building and  Strengthening capacities in our youth to Identity and address their challenges; (6) Strengthening Community Awareness programs in every quarter to amplify the ill -effects of illegal migration and the benefit of getting engaged back at home; (7) Create a Research, Development and Innovation Centre for voluntary and forcefully returnees to enable them get their feet back on the ground.

    The Plan is the product of the wide consultations and in-depth deliberation in the cause of the thematic session that there is a need to draw a long term plan and a short term plan to address migration challenges in Nigeria. Heads of Organizations selected a narrow range of priorities to be accorded top priority attention over the next five-year period and the arrangements to be put in place across the State to enable implementation taking into account the resource limitations, both human and financial, and appeal for speedy implementation .

    At the end of a well deliberated session, the following resolutions were adopted.

    (1) That European Union especially the Italian government must work to rebuild infrastructure in Libya and Nigeria so that plans to travel illegally will get a better alternative here in Nigeria and  the international development agenda must be inter-governmentally determined and agreed;

    (2) That the eradication of poverty though creation of camps to host farmers and a create market for their products must remain the core objective and overarching preoccupation of our government to achieve the national development agenda;

    (3) That the development agenda must be premised on promoting the welfare and well-being of all people;

    (4) That the development agenda of any state government should promote a sustainable youth development and to balanced reintegration of its three dimensions – economic, social and environmental – at all levels;

    (5) That emphasis must be placed on ensuring that definitive arrangements, including effective partnerships with government and other agencies are made to provide adequate financial and other resources to help organize more seminal, symposium and workshop in all the area majorly affected by migration in our nation.

    (6) That greater emphasis must be placed on “PREVENTIVE MEASURES INSTEAD OF CURATIVE MEASURES” by the Nigerian government and international community.

    (7) That all relevant stakeholders, such as governments, civil society, the private sector, and intergovernmental organisations, must be included in raising awareness on the danger of illegal migration.

    Priority areas of focus identified:

    (1) Nigeria government and European government should accelerate implementation of youth friendly Programme to get them engaged to serve as a deterrent to intending migrants.

    (2) Nigeria government should Introduce Measures for Macro-economic Stabilization in our society; Building competitiveness and encourage entrepreneurship which is Key to Economic Growth to Generate Employment for our teeming youth;

    (3) Building Human Capital Development Major Key;

    (4) International organization and all government agencies should commit their fund and resources to amplify and intensify  Public awareness Programme Using local television stations, radio, jingles, hand-bills/fliers and billboard on the danger of illegal migration and the benefit of getting engaged back at home  in Edo state and Nigeria in general.

    (5) Heads of Organisations noted that the Plan by IYAMIDR and ANEEJ represented a good strategic economic repositioning for the entire good of our society, as it sought to secure the future of our youths in a rapidly changing environment.  It was agreed that for it to have a remarkable impact on our youth, the Plan would require commitment and focused implementation by all the major actors in our society.

    THE STATE OF OUR ECONOMY

    In the interactive session, Heads of Organizations senior Government officials also beam their touch light towards the root cause of Mass exodus of our youths who fled the country on daily basis in search of greener pasture to a strange land, why many die of dehydration in Sahara desert trying to get to Libya, others were drawn in the Mediterranean sea trying to reach Italy through the back door.  The group identify agriculture as a major tool to end this surge.  States and federal government should urgently implement the Work-Plan by IYAMIDR /ANEEJ   for advancing the decisions that had been made by Heads of Organisations and Senior Government Representative to achieve IYAMIDR /ANEEJ strategic plan for Community’s Growth Agenda with the aim of ending violence and poverty in our society that is mostly caused by hunger and to minimized migration challenges in Edo state, Nigeria and other sub-Sahara states.
